Nature of Work

This is administrative and professional work directing the activities of the City Clerk’s Office.

This employee is responsible for planning, coordinating, and directing all aspects of municipal financial management and administration.  Responsibilities encompass the areas of financial planning, budget and research accounting, data processing systems development and operation, treasury management and debt administration, payroll, and tax and assessment collection.  The employee serves as chief financial advisor to the Mayor.  Primary emphasis of the work is on the formulation and administration of broad policies rather than upon immediate technical supervision and participation in the detailed activities of departmental operations.  Supervision is exercised over the staff in which responsibilities for various functions of this are assigned.

While under the general direction of the Chief Administrative Officer, the City Clerk shall be answerable solely to the Mayor in the performance of his/her functions and shall be subject to dismissal at the pleasure of the Mayor and shall be excluded from the coverage of any ordinance or general law providing for a civil service system in the city.

Examples of Work

Plans, organizes and directs all operations of the City Clerk’s Office; directs and participates in the formulation and implementation of municipal finance policies, provides advice, assistance, and recommendations to the Mayor on financial matters and provides information through the use of reports and financial papers.

Serves as municipal financial officer having the responsibility for all matters pertaining to the preparation and administration of operating and capital budgets; directs and administration of operating and capital budgets; directs the development of budget system, forms and procedures; determines the budget schedule; directs the review and analysis of departmental budget; requests and makes recommendations to the Mayor; provides Department Heads with regular reports on departmental expenditures to facilitate maintaining approved budget limitations. 

Manages debt service transactions; schedules the issuance of bonds; supervises the maintenance of bond registers to account for all bonds issued and retired.

Provides administrative direction for electronic data processing systems development and maintenance and the operation of the central data processing systems development and maintenance and the operation of the central data processing facility; coordinates systems design and computer operations activities: makes recommendations to the Mayor on the rental and purchase of computer equipment.

Directs, through subordinates, the general accounting, payroll function, tax collection, and financial reporting for the municipality.

 Serves as City Treasures carrying out the treasury responsibility of receiving, disbursing, and investing city funds.

Qualifications

Extensive knowledge of the principles and practices of general governmental and municipal accounting, including the application of electronic data processing to the maintenance and analysis of fiscal data, and management information systems.

Extensive knowledge of the principles and practices of public finance administration and business management.

Considerable knowledge of the current literature, trends, and developments in the field of governmental accounting and public finance administration.

Considerable knowledge of the principles of supervision, organization, and administration.

Ability to plan, direct and coordinate the work of subordinates.

Ability to express ideas effectively orally and in writing.

Ability to establish and maintain effective working relations as necessitated by work assignmen

Special Requirements

Graduation from an accredited college or university with major course work in accounting,

Extensive progressively responsible experience in public finance administration preferred. 

Work experience will be considered as a major factor in the selection process.
