Nature of Work
This is responsible Public Works Management work. Work involves planning, organizing, directing, staffing, coordinating, reporting, budgeting, and evaluating the programs and activities of several functional divisions of work comprising the Public Works Department, Divisions include engineering, administrative, street, shop maintenance, solid waste garbage, solid waste trash, waste water treatment plant, waste water collection, parks and recreation, inventory control, and the public service work program. This position is classified as “EXEMPT” under the FLSA.
Work of this class involves the exercise of considerable independent judgment and discretion in interpreting , applying policies, laws, regulations , and ordinances applicable to a variety of public works programs and activities; participating in developing policies and long-range plans for the department; providing direction and coordination to technical, operational and other support personnel through public works division supervisors and conducting considerable coordination with other city departments, other governmental and private agencies, and the public. Assignments involve responsibility for final decisions and results in all technical and operational matters, reviewing divisional requests, and preparing the annual budget for the department. Conferences are held periodically with public works division supervisors in order to ensure the installation, clarification, and execution of desired programs and policies. Policies and objectives are outlined by the Mayor. Work is reviewed through on-site inspection, conferences, reports, and an evaluation of the results obtained, Responsible to ensure timely completion all tasks assigned, through establishment of specific due dates, and personal involvement on the task from start to finish.

Plans, directs, coordinates, monitors (through on-site inspection), and evaluates the programs and activities of the various divisions of the Public Works Department.
Reviews plans, reports, budget estimates, and proposed ordinances and regulations submitted by division supervisors.
Responsible to ensure that the City of Greenwood Purchasing Policy is adhered to by all divisions. Coordinates personnel matters with the Human Resources Director to ensure full Fair Labor Standards Act (FLSA) compliance.
Participates in developing general policies in consultation with Mayor and the appropriate division supervisors for the operation of the division.
Directs and Coordinates the development of long-range plans for each division in the Public Works Department.
Confers with division supervisors on problems related to divisional activities; confers with Mayor on matters concerning major departmental activities and furnishes technical advice on public works department problems.
Confers with the public, other city departments, and other governmental and private agencies on public works activities and problems; prepares memoranda on correspondence in relation to the activities of the department.
Reviews staffing, equipment, and capital improvement requested for each division; approves or modifies prior to submitting the departmental budget to the Mayor.
Evaluates field and office functions to determine the success in achieving departmental goals; institutes functional changes as needed.
Delegates prescribed responsibilities to subordinate personnel.

Qualifications
- While a basic understanding of engineering principles is desirable, the Director must possess a strong managerial background.
- Thorough knowledge of the principles and practices of public work organization and management.
- Considerable knowledge of management principles and practices, including optimum use of human and material resources.
- Considerable knowledge of the technical aspects of the various programs associated in the Public Works Department.
- Considerable knowledge of the current literature, trends and developments in the area of public works management.
- Ability to plan, organizes, direct, coordinate, and evaluate the programs of a multi-division department of varied functions.
- Ability to plan, direct, and coordinate the work of subordinated, while maintaining discipline.
- Possess a valid Mississippi Driver’s License.
